The gauge is at the dam, not at High Bridge
Do not read the Wellston number as a mid-river reading. USGS 04125550 sits about a hundred yards below Tippy Dam, so close that NOAA's forecast page names it Manistee River near Wellston (Tippy Dam). It records what Consumers Energy's powerhouse is passing, before Pine Creek, Bear Creek or the Little Manistee add anything, which is exactly what you want if you fish the coffer, Suicide Bend or the Sawdust Hole and less useful for the flats above Manistee Lake. The upper river has its own gauge, 04123500 near Grayling, on 123 square miles of headwater in Crawford County, and that one was reading 212 cfs on September 23, 2026 while Tippy was passing 1,500.
County Road 612 to CCC Bridge
The trout water begins south of Frederic and Deward. From County Road 612 to M-72 the river is artificial lures only over 9.2 miles; from M-72 downstream to Sunset Trail Road at the CCC Bridge it is artificial flies only for 16.7 miles, the reach most people mean when they say the upper Manistee. Old Au Sable Fly Shop treats the Au Sable and Manistee as one watershed for hatch purposes, and its Big Five apply here: Hendricksons when the water holds in the low 50s, Sulphurs from late May through July, Brown Drakes late May to mid June, Isonychia and then Hex. Current Works' chart for the upper Manistee puts the Brown Drake at June 1 to 20, Hex June 15 to July 15 after dark, Isonychia mid June to mid August in the evenings, Tricos July 1 to August 20 in the mornings and Light Cahills June 1 to August 15.
Below CCC Bridge to M-115 the river is Type 4 and bait is legal; the DNR planted 11,295 browns and 5,195 rainbows at Rainbow Jim's on April 9, 2026, with more at Baxter Bridge and Harvey Bridge, so the Sharon and Smithville reaches are partly a put-and-take fishery in a way the flies-only water is not.
Tippy Dam to the railroad bridge below M-55
Tippy is an 82-foot, 830-foot-long Consumers Energy dam finished in 1918, and the DNR leases 117 acres at its foot as the Tippy Dam Recreation Area: a rustic campground of 38 sites and a cabin open all year, a boat launch, an accessible fishing pier below the dam, and a parking lot the Trout Trails sheet counts at 42 vehicles. A Recreation Passport is required. Hawkins Outfitters describes the first couple of miles as one long riffle over spawning gravel, slowing toward High Bridge into wood and deeper water, and says Tippy to Manistee Lake is about 25 miles. The Forest Service keeps sites at High Bridge, Bear Creek, Rainbow Bend and Blacksmith Bayou on the Wild and Scenic reach that runs from the DNR ramp below the dam to the M-55 bridge.
There is no year-round closed zone directly below Tippy in the 2026 digest; guides fish above and below the coffer. Bear Creek, which enters below the dam, is often only two rod lengths wide by Schmidt Outfitters' description and gives up the earliest steelhead of both spring and fall.
Kings in August, steelhead by the third week of September
Premier Angling Guide Service, which works this water, dates the king salmon arrival to mid August with a peak from late August into early October, and says fall steelhead usually get going around the third week of September and peak from then through December. Spring steelhead peak late February through April; Hawkins' April 16, 2025 report had fish gravel-oriented and salmon fry in the water after the first-week-of-April flood. Winter is a steelhead fishery on eggs under an indicator with water in the mid 30s, per Hawkins' January 2026 report. Summer belongs to smallmouth and resident browns; Hawkins says the DNR puts over 20,000 browns in at the dam every year, and the stocking database shows 56,394 Wild Rose browns on March 25 and 26, 2026, plus 62,600 coho and about 120,000 steelhead in April and May. No Chinook have been stocked in the Manistee since a 2016 net-pen plant; the kings you see at the coffer are wild fish and strays.
On September 20, 2026 Premier called 1,740 cfs and 63 to 64 degree water normal for the date, with the river in full king salmon mode until the steelhead show in late September.
What 1,500 cfs at Tippy means
No shop publishes a wading range for the Tippy gauge, so the 1,400 to 2,000 cfs band here is the USGS record from 1996 onward: monthly means of about 1,720 cfs in January and February, 2,040 in March, 2,330 in April, 2,000 in May, 1,770 in June, 1,550 in July, 1,480 in August, 1,490 in September and 1,650 in October. The river below the dam runs 200 to 300 feet wide by Current Works' measure, so a few hundred cfs either way changes where you can cross more than whether you can fish. One thing to know in 2026: Consumers Energy planned to cut flow to part of the Manistee the week of September 21 to inspect damage at Hodenpyl Dam upstream, lowering the level about a foot, and it has an agreement to sell all 13 of its Michigan hydro dams to Confluence Hydro.
Type 3 below the dam, single hooks from August 1
From Tippy Dam downstream to the railroad bridge below M-55 the Manistee is a Type 3 trout stream in the 2026 regulations: open and harvestable all year, brook and brown trout 15 inches minimum, steelhead and salmon 10 inches, five fish with no more than three trout 15 inches or longer, and the daily limit may include no more than one rainbow trout. Bear Creek from County Road 600 to the Manistee carries the same one-rainbow rule. From August 1 to November 15 the special artificial lure regulation applies to both: single-pointed hooks or jigs of half an inch or less from point to shank, or trebles of three eighths of an inch or less only when attached to a body bait, plug, spinner or spoon, and a lure may not be made mainly of lead. A bead pegged within 4 inches of a single hook counts as a lure. Below the railroad bridge, Manistee Lake is Type F water with a five-fish trout and salmon limit and up to five Chinook or coho.
Upstream, the two gear restricted reaches are open all year with brook and brown trout possession only from the last Saturday in April through September 30, a two-trout limit with no more than one 18 inches or longer, and minimums of 10 inches for brook and rainbow trout and 18 for browns; the M-72 to CCC Bridge water is flies only and scent is prohibited there.
