Uinta Mountain Headwaters — Wild brook trout and cutthroat in Utah's high country
The Upper Provo River above Jordanelle Reservoir is a completely different river from the famous tailwater sections below — a genuine high-elevation freestone stream draining the western slopes of the Uinta Mountains through the Wasatch National Forest. While the Lower and Middle Provo receive constant attention for their trophy tailwater fishing, the Upper Provo offers a more intimate, traditional mountain trout experience with wild brook trout and Bonneville Cutthroat in pristine headwater habitat.
The upper river flows from its headwaters near Mirror Lake Highway (UT-150) through the Provo River Gorge and along the Hailstone/Woodland corridor before entering Jordanelle Reservoir. The Mirror Lake Highway section — accessible from one of Utah's most scenic summer drives — provides the finest fishing, with clear, cold water over clean granite cobble supporting populations of wild brook trout and cutthroat that have never seen a hatchery.
Unlike the technical tailwater fishing below, the Upper Provo rewards attractor dry fly fishing with short casts and careful approach. The fish are wild and responsive — a size 14 Royal Wulff or Elk Hair Caddis presented accurately will be taken eagerly in most situations. This is the kind of honest, uncomplicated trout fishing that reminds experienced anglers why they fell in love with fly fishing in the first place.
The Mirror Lake Highway drive itself is one of Utah's great summer experiences — crossing the Uinta Mountains through aspen forests, subalpine meadows, and past dozens of mountain lakes before descending to the headwaters of the Provo. Fish the upper river, then drive to Mirror Lake for the full Uinta Mountain day.
Mirror Lake Highway — UT-150
The primary access corridor. Pull-offs along UT-150 between Kamas and the Mirror Lake area provide access to the finest upper Provo water. Road typically open July through October.
Woodland/Hailstone Area
Access from Woodland and the UT-35 corridor below the upper canyon. Good fishing in the section above Jordanelle. Walk upstream from bridge crossings.
Provo River Gorge
The gorge section between the upper headwaters and Jordanelle. Some sections require hiking. Excellent wild fish with minimal pressure.
Brook Trout
Dominant species in upper sections near Mirror Lake Highway. Non-native but wild and established. Small fish averaging 7–11 inches. Eager attractor dry fly feeders. Beautiful coloration in pristine habitat.
Bonneville Cutthroat
Utah's native trout, present in wild tributary streams and select headwater sections. Qualifies for Utah Cutthroat Slam. Catch and release critical for this native species.
Rainbow Trout
Present in lower upper-river sections toward Jordanelle. Wild fish averaging 10–14 inches. More selective than the brook trout above.
The Mirror Lake Highway is one of Utah's great scenic drives — bring non-fishing companions and they'll be occupied while you fish.
Brook trout in the upper Provo are cooperative and beautiful — an ideal river for beginners learning to read water and present dry flies.
Access the upper river by late June after snowmelt, not earlier — the highway is gated and the water runs too high to fish effectively in spring.
Wild brook trout are non-native in Utah — check UDWR regulations, as some sections allow harvest to protect native cutthroat recovery.
